Montgomery County police recently charged a school bus driver with rape after video footage revealed the school employee committing sexually violent acts against a special needs student. According to a police report obtained by The Cochran Firm, DC, the alleged acts took place on a school bus driven by Etienne K. Kabongo, 62, of Gaithersburg.
Montgomery County School officials have posted a list of the routes Kabongo drove for the school. Investigators encourage parents who think their child may be a victim to contact law enforcement.
Authorities charged Kabongo, known as “Mr. Steve,” to students, with second-degree rape, third-degree sexual offense, and sexual abuse of a minor. Reports indicate Kabongo has been employed with Montgomery County Schools since 2006, mostly as a bus driver for students with special needs.

If a school employee abused your child, the law gives you the right to hold the perpetrator and his employer responsible for the act. Oftentimes, the abuser’s employer knew or should have known of the warning signs of abuse but did nothing to intervene on behalf of the victim.
Furthermore, employers sometimes failed to conduct thorough background checks on prospective employees before allowing the individual to work unsupervised with vulnerable children. In any case, the sexual assault attorneys of The Cochran Firm, DC will work tirelessly to investigate how the event was allowed to occur and whether the school may be held responsible.
